Creates the Citizens Collaborative Council as a 16-member advisory body adjunct to the Department of Corrections, with members appointed equally by the Senate President, Senate Minority Leader, House Speaker, and House Minority Leader

Requires initial appointments by October 1, 2023, with 4-year terms and staggered initial terms; membership should include former prisoners, individuals directly impacted by the correctional system, and criminal justice reform advocates

Authorizes council members to conduct unannounced visits to adult correctional facilities (including private facilities), enter any facility upon request, and privately interview prisoners, staff, families, and officials

Permits confidential, unrecorded telephone interviews with prisoners similar to attorney-client communications and allows recommendations to classification teams on matters including close management and disciplinary hearings

Prohibits council members from interfering with daily operations or discussing findings with media; members serve without compensation but receive per diem and travel expense reimbursement
