Authorizes district school boards to contract with direct-support organizations for personal services or operations, in addition to permitting use of property and facilities.

Requires Florida Retirement System retirees to satisfy termination requirements before providing services to direct-support organizations and subjects them to reemployment limitations.

Increases the audit requirement threshold for direct-support organizations from $100,000 to $250,000 in expenditures or expenses annually.

Allows district school boards to contract with vendors to conduct annual financial audits of direct-support organizations.

Changes the prohibition on using organization property from mandatory ("shall not") to discretionary ("may not") if the organization does not provide equal employment opportunities regardless of race, color, religion, sex, age, or national origin.
