Establishes the "Arthur G. Dozier School for Boys and Okeechobee School Abuse Victim Certification Act" to certify victims of abuse at Florida reform schools between 1940 and 1975.

Requires victims to submit applications to the Department of State by September 1, 2023, including an affidavit describing abuse, documentation of confinement, and photographic identification.

Authorizes estates, personal representatives, next of kin, or lineal descendants of deceased victims to submit applications on behalf of the decedent.

Requires the Department of State to review applications within 30 days, notify applicants of errors, allow 15 days to cure deficiencies, and complete processing within 90 days of application receipt.

Exempts certified victims from crime victim compensation eligibility restrictions under chapter 960, Florida Statutes, and allows claims to be filed within 1 year after the act's effective date rather than the standard deadline.
