Exempts certified registered nurse anesthetists registered as autonomous advanced practice registered nurses from onsite medical direction requirements when administering anesthesia in hospitals.

Expands autonomous practice scope for advanced practice registered nurses beyond primary care to include all acts within their specialty as defined in statute.

Removes requirement for certified nurse midwives to have patient transfer agreements with hospitals and referral agreements with physicians; replaces with requirement for written emergency care plan including hospital location, emergency transfer reasons, and emergency medical services information.

Dissolves the Council on Advanced Practice Registered Nurse Autonomous Practice, with the council expiration effective July 1, 2024.

Takes effect July 1, 2023.
