Authorizes nonprofit membership organizations (501(c)(3) professional or trade associations with dues-paying members) and agricultural cooperative associations to offer health care benefit coverage to their members

Declares that health care benefit coverage offered by these organizations is not considered insurance under Florida law, effectively exempting it from standard insurance regulations

Permits these organizations to cede individual risks to authorized insurers through reinsurance agreements

Requires organizations offering health care benefit coverage to file a signed, certified statement of actuarial opinion with the Commissioner of Insurance Regulation by February 28 each year

Takes effect January 1, 2024, and reorganizes Chapter 632 of Florida Statutes to create separate parts for Fraternal Benefit Societies and these nonprofit health coverage arrangements
