Requires the Department of Children and Families or community-based care lead agency to conduct trauma screening within 21 days after a shelter hearing when a child is removed from home.

Mandates referral for trauma assessment (completed within 30 days) if the screening indicates it is appropriate or necessary, followed by services and intervention as needed.

Requires trauma screening, assessment, and services to be integrated into the child's overall behavioral health treatment planning.

Obligates the department or lead agency to provide information and support to the child's caregiver, including consultation, coaching, training, and service referrals, to enable trauma-informed care.

Adds legislative findings that timely identification of trauma symptoms and therapeutic response can reduce adverse outcomes, improve placement stability, and reduce placement disruption.
