Defines "immediate relative" as a spouse, domestic partner, or child for purposes of Divine Nine license plate eligibility.

Expands eligibility to include not only organization members but also immediate relatives of members of the applicable Divine Nine organization.

Allows both registered owners and lessees of motor vehicles to apply for the plate, with lessees required to provide a lease agreement and vehicle identification number.

Requires immediate relatives of members to provide documentation of relationship (marriage license, domestic partnership agreement, birth certificate, or adoption record) along with proof of the member's organization membership.

Takes effect July 1, 2023.
