Establishes the "Reproductive Health Care Protections Act" declaring fundamental rights to choose or refuse contraception, sterilization, and to carry a pregnancy to term, give birth, or have an abortion

Prohibits the state, local governments, political subdivisions, or any person from discriminating against, denying, unduly burdening, or interfering with a person's exercise of reproductive health care rights

Creates a civil cause of action allowing individuals whose rights are violated to sue in circuit court for injunctive relief, damages, and attorney fees, with recovery limits capped by sovereign immunity provisions under s. 768.28(5)

Changes the abortion restriction timeframe from 15 weeks gestational age to the third trimester of pregnancy, allowing terminations before the third trimester without restriction

Removes the exception allowing abortion after the gestational limit for fatal fetal abnormalities and deletes the statutory definition of "fatal fetal abnormality"
