Authorizes counties and municipalities to establish slow speed, minimum wake boating-restricted areas within 500 feet of sewage pumpout facilities at public or private nonresidential marinas on the Florida Intracoastal Waterway, where the pumpout facility is within 100 feet of the marked waterway channel.

Removes local government authority to require permitting for floating vessel platforms and floating boat lifts that meet exemption criteria.

Limits local government requirements for floating vessel platforms to one-time registration only (except for structures attached to bulkheads with no other docking structure, which may require either a permit or one-time registration).

Requires one-time registration of floating vessel platforms where owners self-certify compliance with exemption criteria and restricts local regulations to building, zoning, or installation/maintenance standards that are not more stringent than or inconsistent with state exemption criteria.

Effective July 1, 2023.
