Creates a managed care pilot program in Statewide Medicaid Managed Care Regions D and I to provide comprehensive services to individuals with developmental disabilities, with the Agency for Health Care Administration administering and the Agency for Persons with Disabilities handling delegated duties.

Requires federal approval by September 1, 2023, and establishes eligibility criteria including Medicaid enrollment, age 18+, placement on iBudget waiver waiting list in categories 1-6, and residency in a pilot program region.

Mandates participating plans cover 26 categories of services including medical, behavioral, residential habilitation, therapy, and support coordination services that meet provider qualifications in the Florida Medicaid Developmental Disabilities Individual Budgeting Waiver handbook.

Limits plan selection to those awarded contracts through Invitation to Negotiate ITN-04836 (issued April 11, 2023), with preference given to plans demonstrating experience with similar populations, person-centered planning, provider development, and established community partnerships.

Requires progress reports to the Governor and Legislature by December 31, 2023, 2024, and 2025, with comprehensive evaluation of access, quality, costs, and outcomes due by October 1, 2029; the program automatically repeals October 2, 2029, unless reenacted by the Legislature.
