Creates section 332.15, Florida Statutes to establish a framework for vertiports (landing and takeoff infrastructure for vertical takeoff and landing aircraft) to support advanced air mobility operations for passengers and cargo.

Directs the Department of Transportation to fund planning and construction of public-use vertiports, encourage local zoning boards to ensure adequate strategically-placed vertiports, and prohibit exclusive rights to vertiport operators to promote competition and equitable access.

Requires vertiport owners to comply with Federal Aviation Administration regulations and design standards and submit vertiport layout plans to the FAA for approval before conducting aircraft operations.

Prohibits political subdivisions from granting exclusive rights to vertiport owners or operators through zoning and land use authority, but permits them to promote reasonable access to advanced air mobility operators.

Effective July 1, 2023, with provisions stating that federal law supersedes the statute to the extent of any conflict.
