Expands waiver of firearms training requirements for Class "G" licensees to include those who completed annual firearms training under the federal Law Enforcement Officers Safety Act.

Increases the revenue threshold for charitable organization registration fee exemptions from $25,000 to $50,000 and adjusts corresponding fee tiers for organizations with higher revenues.

Creates criminal penalties for retail fuel theft, including felony charges for breaching fuel dispensers, possessing devices to manipulate them, or tampering with their components; requires law enforcement to remove seized fuel and judges to order forfeiture of equipment used in violations.
