Revises the definition of "termination" in the Florida Retirement System to clarify that volunteer services do not constitute employment or provision of services to an employer.

Authorizes employers to establish post-employment volunteer programs allowing retirees to provide civic, charitable, and humanitarian services during the first 12 calendar months following retirement without violating termination of employment requirements.

Requires volunteer programs to meet specific criteria including: no prior agreement to volunteer, no compensation or cash equivalents, no employee benefits except necessary perquisites, volunteer hours limited to 20 percent of the retiree's pre-retirement weekly hours, and maintenance of volunteer schedule control.

Requires clear distinction between volunteer and employee duties and mandates that both employers and volunteers maintain adequate records documenting compliance with volunteer program criteria, made available to the department upon request.

Takes effect July 1, 2023.
