Expands Resilient Florida Grant Program to include water management districts for local government adaptation planning, data creation, and implementation of statewide standards, with priority given to filling critical data gaps identified by the Florida Flood Hub.

Requires state-financed construction projects for potentially at-risk structures or infrastructure in areas projected to experience tidal flooding within 50 years to conduct Sea Level Impact Projection (SLIP) studies beginning July 1, 2024, before commencing construction.

Mandates SLIP studies assess flooding risks over the structure's expected life or 50 years (whichever is less), analyze public safety and environmental impacts, provide design alternatives, and identify flood mitigation strategies using scientifically accepted methods.

Authorizes the Department of Environmental Protection to develop SLIP study standards by rule, publish studies on its website for 10 years (with certain redactions), and bring civil actions to seek injunctive relief or recover state funds if requirements are violated.

Repeals section 161.551 (public financing of coastal building zone construction) effective July 1, 2024.
