Prohibits courts from ordering children, their parents, legal guardians, or young adults in continued care from paying any fees for supervision or care costs, effective July 1, 2023.

Makes all existing cost-of-supervision and cost-of-care fee balances unenforceable and uncollectable as of July 1, 2023, with court orders imposing such costs vacated by January 1, 2024, without requiring affected individuals to take any action.

Voids all unsatisfied civil judgments for unpaid supervision or care fees as of July 1, 2023, and requires their discharge by January 1, 2024 without requiring affected individuals to take any action.

Deems null and void all warrants issued solely for failure to pay supervision or care fees or appear for payment hearings as of July 1, 2023, and requires rescinding and expungement of such warrants by January 1, 2024.

Makes individuals whose driver licenses were suspended solely for nonpayment of supervision or care fees immediately eligible for license reinstatement as of July 1, 2023.
