Creates the Missing Child Identification Program to be administered by the Attorney General, providing fingerprint and DNA identification kits to parents and legal guardians of children.

Requires the Attorney General or a designated supplier to provide identification kits to the Department of Education for distribution to all first-grade students.

Mandates that all public and charter schools distribute an identification kit to parents or legal guardians of grade 1 students upon request.

Allows parents and legal guardians to use and retain the kit and submit it to federal, state, tribal, or local law enforcement agencies if their child is reported missing.

Takes effect July 1, 2023, with the Attorney General authorized to adopt rules for program implementation and permitted to use available appropriations if no specific funds are appropriated.
