Defines "flat-rate tire installation or replacement" as a transaction where a set price covers all labor, parts, and fees, paid in full before work begins, including mounting, rotation, and balancing but excluding wheel or axle repairs.

Exempts flat-rate tire transactions from standard estimate requirements under s. 559.905 and invoice requirements under s. 559.911, provided the shop issues a written invoice with specified information before accepting payment.

Requires shops to provide customers with a work completion date and notify them promptly if unable to meet that date, offering options to cancel or accept a modified completion date.

Mandates full refund within 48 hours if customer cancels, and requires shops to expeditiously reassemble the vehicle at no additional charge unless customer waives reassembly in writing or reassembly would be unsafe.

If additional charges beyond the flat rate become necessary, shop must notify customer and offer cancellation with full refund or provide an estimate complying with standard disclosure requirements.
