Reduces the number of authorized judges on the First District Court of Appeal from 13 to 12 judges upon the first occurrence of a judicial vacancy.

Reduces the number of authorized judges on the Second District Court of Appeal from 15 to 12 judges through successive reductions of 1 judge each time a judicial vacancy occurs, until 12 judges remain.

Requires the Chief Justice of the Supreme Court to notify the Governor and Legislature when a vacancy event occurs that triggers these judicial reductions.

Addresses excess judicial capacity resulting from the creation of the Sixth District Court of Appeal in 2022 while allowing existing judges to continue serving in their current districts.
