Amends Florida Statutes § 253.03 to require the Department of Environmental Protection to approve reclamation or restoration activities on sovereignty submerged lands involving non-sediment fill material below the ordinary high-water line or mean high-water line.

Allows reclamation and restoration activities to use innovative fill material technologies, including bonded molecules such as alum- or lanthanum-based technologies.

Effective upon becoming law.
