Requires non-compliant school districts to submit a compliance plan by February 1 describing specific actions to meet class size requirements by the following October, with submission certifications required from the district school board.

Gives dependent children of active duty military personnel first preference for admission to special academic programs (magnet schools, advanced placement, dual enrollment, International Baccalaureate, and others) even if offered at non-assigned schools.

Mandates that dependent children of active duty military personnel must be enrolled in special academic programs if the student's parent is transferred to the state during the school year.

Allows students whose parents are transferred within Florida after the controlled open enrollment window to enroll in any school within the state, effective July 1, 2023.
