Increases maximum debt service coverage transfer from State Transportation Trust Fund to Right-of-Way Acquisition and Bridge Construction Trust Fund from $350 million to $425 million.

Extends maximum term for state bonds for federal aid highway construction from 12 years to 18 years.

Authorizes Department of Transportation to install automated license plate recognition systems in State Highway System rights-of-way at law enforcement request for criminal investigations, prohibiting their use for traffic citations and requiring removal within 30 days upon department notification.

Allows department to fund up to 100 percent of project costs for eligible rural area projects in Intermodal Logistics Centers and rural airports without commercial service, and increases contract thresholds for emergency repairs and innovative transportation projects.

Transfers governance and control of Santa Rosa Bay Bridge Authority to Department of Transportation, including all remaining assets and property rights, and allows department to integrate bridge system into turnpike system.
