Requires electronic submission of crash reports to the Department of Highway Safety and Motor Vehicles using nonproprietary formats, effective July 1, 2025, with reports numbered and inventoried according to department procedures.

Establishes procedures for downgrading commercial driver licenses when drivers are prohibited from operating commercial motor vehicles under the Commercial Driver's License Drug and Alcohol Clearinghouse, including notice requirements, informal hearings, and reinstatement provisions beginning November 18, 2024.

Updates flood vehicle definitions to specify the type of water damage (salt water, fresh water, or other) on certificates of title and extends independent entity requirements for vessel storage and title applications.

Authorizes permanent registration for rental trucks, allows collegiate license plates to be reauthorized after discontinuation, renames "Give Kids the World" specialty plate to "Universal Orlando Resort," and creates new "Florida Association of Realtors" specialty license plate.

Allows disabled veterans to elect military or specialty license plates instead of the free "DV" plate, permits attorney-attested affidavits to prove ownership for testate estates, and eliminates fees for certain certificate of title reissuance.
