Authorizes the Florida Department of Transportation to conduct demonstration projects using phosphogypsum from phosphate production as road construction aggregate material to determine its feasibility as a paving material.

Requires the Department of Transportation to complete a study evaluating phosphogypsum's suitability as a construction aggregate material by April 1, 2024.

Allows phosphogypsum to be used as a construction aggregate material upon a determination of suitability, in accordance with United States Environmental Protection Agency approval conditions.

Exempts phosphogypsum from solid waste regulation when used in accordance with EPA-specified allowed uses or EPA-approved uses, and permits placement in phosphogypsum stack systems permitted by the department.

Adds phosphogypsum to the list of recyclable materials that the department may use in road construction demonstration projects under existing law.
