Creates the William L. Boyd, IV, Effective Access to Student Education Grant Program to provide educational grants to full-time degree-seeking undergraduate students at eligible independent nonprofit universities and for-profit colleges or universities in Florida.

Eligible nonprofit universities must have been eligible for the Access to Better Learning and Education Grant Program as of January 1, 2021, been located in Florida for more than 20 years, offer multiple nursing programs (LPN, RN, ASN, BSN, and bridge programs), and be accredited by the Higher Learning Commission.

Eligible for-profit institutions must be located and chartered in Florida, accredited by a recognized accrediting agency, licensed by the department on or before October 1, 2021, and have Level 6 accreditation from the Southern Association of Colleges and Schools Commission on Colleges.

Institutions must notify the Department of Education in writing by September 1, 2023, of their decision to participate and must comply with requirements in section 1009.89(5)(a)-(c); participating institutions cannot be state universities or Florida College System institutions.

Adds residency requirement cross-reference to section 1009.521 grants, requiring students to have resided in Florida for at least one year preceding the award.
