Requires the Florida Commission on Offender Review to develop and maintain a public database by July 1, 2026 containing information about individuals disqualified from voting due to felony convictions (excluding murder and felony sexual offenses).

Database must include personal identifying information, remaining supervision terms, outstanding restitution, fines, fees, and other information needed to determine voting rights restoration eligibility under section 98.0751.

Mandates the Department of State, Department of Corrections, circuit court clerks, county comptrollers, and Board of Executive Clemency to provide monthly updates to the commission with required information.

Protects individuals who register or vote in reasonable reliance on the database from criminal prosecution for fraudulent voting or registration.

Requires the commission to submit a comprehensive implementation plan to the Governor and Legislature by July 1, 2024, including data collection methods, infrastructure needs, staffing requirements, costs, and draft implementing legislation.
