Redefines "prior express written consent" for telephonic sales calls to require the agreement clearly authorize calls, text messages, or voicemail transmissions using automated dialing systems and recorded messages

Expands the definition of "signature" to include acts demonstrating express consent, such as checking a consent box or responding affirmatively to text message requests, advertising campaigns, or email solicitations

Prohibits making unsolicited telephonic sales calls using automated systems for selection and dialing of telephone numbers or playing recorded messages without prior express written consent

Requires called parties to reply "STOP" to unwanted text message solicitations before filing a civil action for damages; solicitors then have 15 days to cease sending messages

Applies to any lawsuit filed on or after the effective date and to any class action not yet certified as of the effective date
