Establishes the "Expanding Public Sector Career Opportunities Act," allowing public employers to substitute verifiable, related work experience for postsecondary degree requirements when hiring

Sets maximum direct experience equivalencies for degrees: 2 years for associate, 4 years for bachelor's, 6 years for master's, 7 years for professional, and 9 years for doctoral degrees

Requires public employers who elect to substitute work experience for education to include notice of this option and describe equivalencies in job advertisements

Extends the substitution provision to state agency contracts, allowing agencies to accept work experience in lieu of postsecondary education for contractual services

Preserves requirements for any licensure, certification, or registration mandated for the position, which cannot be substituted with work experience
