Creates a mandatory registration system requiring bloggers who receive compensation for posts about elected state officers (Governor, Lieutenant Governor, Cabinet officers, legislators) to register with the Office of Legislative Services or Commission on Ethics within 5 days of their first post

Requires registered bloggers to file monthly reports disclosing the compensating entity, amount received (rounded to nearest $10), publication date, and website address where the post appears

Establishes fines of $25 per day for late reports up to $2,500 maximum, with a one-time waiver for first-time late filers, and allows appeals to a magistrate in the Second Judicial Circuit
