Expands liability protection for spaceflight entities to cover injuries or deaths of both participants and crew members (previously only participants were covered) resulting from spaceflight activities

Broadens the definition of "spaceflight entity" to include companies authorized by the U.S. Government to conduct spaceflight activities, not just those with FAA licenses, and extends coverage to all manufacturers or suppliers of spaceflight components, services, or vehicles

Modifies liability exceptions so spaceflight entities can still be held liable for gross negligence, willful disregard for safety, intentional injury, or actual knowledge of an "extraordinarily dangerous condition" not inherent to spaceflight

Requires spaceflight entities to obtain signed warning statements from both participants and crew acknowledging they assume the risk of spaceflight activities and that Florida law provides no liability for resulting injuries or death

Effective date of July 1, 2023
