Directs the Department of Environmental Protection to conduct a study on food waste disposal and submit a report to the Legislature by July 1, 2024

Requires assessment of the current impact of food waste disposal in landfills and solid waste facilities, as well as existing capacity at composting, anaerobic digestion, and recycling facilities statewide

Mandates a cost comparison between disposing food waste in landfills versus composting, anaerobic digestion, and other recycling facilities

Requires legislative recommendations on the feasibility of a pilot program requiring food outlets, food service establishments, schools, and businesses to recycle food waste materials

Appropriates $100,000 in nonrecurring General Revenue funds for fiscal year 2023-2024 to conduct the study
