Creates the "Resiliency and Safe Structures Act" establishing state preemption over local demolition regulations for nonconforming structures in coastal flood zones, structures deemed unsafe, and structures ordered demolished by local governments.

Prohibits local governments from restricting demolition of qualifying structures except for public safety reasons and limits demolition permit reviews to compliance with Florida Building Code, Fire Prevention Code, and Life Safety Code only.

Requires local governments to authorize replacement structures at maximum height and size allowed by development regulations without requiring replication of demolished structures or imposing additional requirements beyond those applicable to similarly situated vacant parcels.

Exempts single-family homes, historic properties on the National Register, structures in areas of critical state concern, municipalities with populations of 10,000 or less, and municipalities with at least three buildings erected over 200 years ago.

Applies the act retroactively and prospectively to any local laws adopted contrary to its provisions, declaring any conflicting local laws void.
