Requires the Department of Health to award a medical marijuana treatment center license to applicants from recognized member classes of Pigford v. Glickman or In Re Black Farmers Litig. if they meet all application requirements through the application process or administrative appeals.

Licenses awarded to qualifying applicants from these recognized member classes must be deducted from the number of licenses available for issuance under the standard licensing formula based on patient registry milestones.

Applicants from recognized member classes who pay their initial application fee but are not awarded a license may transfer that fee to a subsequent opportunity to apply for licensure.

Effective July 1, 2023.
