Requires Florida licensing boards to issue occupational licenses or government certifications to applicants who hold valid licenses from other states, territories, or military with similar scope of practice, at least 2 years work experience, and meet background screening requirements.

Allows licensing without prior licensure if applicant has 3+ years work experience in an unregulated state or military, or holds a recognized private certification with 2+ years work experience, and meets character and background requirements.

Permits boards to require applicants to pass examinations on Florida-specific state laws and additional requirements for construction contractors, as well as medical professionals under chapters 457-461.

Establishes 90-day decision timeline for boards and presumes approval unless substantial differences exist between other jurisdictions' requirements and Florida's, with applicants able to appeal denials to Division of Administrative Hearings.

Exempts occupations regulated by Florida Supreme Court and public accountancy; requires annual reporting by boards; authorizes Governor to recognize out-of-state licenses during declared emergencies; requires Department of Veterans' Affairs to establish online credential verification portal.
