Expands the definition of "dump" to include draining and discharging, and broadens "litter" to encompass personal property, pharmaceuticals, household items, sheds, trucks, trailers, and motor homes, while excluding permitted stormwater drainage.

Prohibits dumping litter on water control district property or canal rights-of-way without prior consent from the district board of directors or district manager.

Establishes that boat operators or owners who throw or discard litter from a boat are in violation of dumping laws, and requires water control district officials to report unlawful dumping incidents to law enforcement.

Authorizes law enforcement officers to enter water control district property and canal rights-of-way to respond to unlawful dumping incidents.

Amends trespassing law to allow water control districts to post "no trespassing" signs at canal and road right-of-way intersections rather than every 500 feet along property boundaries.
