Expands the definition of "public utility" to include municipalities supplying electricity to retail customers at physical addresses outside their corporate boundaries.

Requires municipalities meeting the above criteria to be regulated by the Florida Public Service Commission as public utilities for a minimum of 5 years.

Directs the Florida Public Service Commission to adopt rules implementing the new regulatory requirements for these municipalities.

Modifies exemptions for municipal utilities to exclude those that qualify as public utilities under the revised definition while maintaining existing exemptions for other municipal operations.

Effective date is July 1, 2023.
