Urges Congress to restore merit-based recruitment, assignment, training, promotion, and retention in the Department of Defense without consideration of race, gender, sexual preference, or other personal identifiers.

Opposes diversity and inclusion practices, unconscious bias training, COVID-19 vaccine mandates, and gender-neutral language requirements at military academies as eroding military effectiveness and warrior ethos.

Cites the U.S. Army falling 15,000 soldiers short of 2022 recruiting goals and notes that only 2 percent of Americans aged 17-21 meet Department of Defense standards for academic credentials, physical fitness, and military interest.

Contends that merit-based force composition rather than diversity-focused practices would improve job performance, unit effectiveness, and mission accomplishment.

Directs the Secretary of State to distribute copies of this memorial to the President, congressional leadership, and Florida's congressional delegation.
