Defines "control" as the power to direct management and policies of a person through ownership of voting securities or otherwise.

Defines "motor vehicle dealer's leasing or rental affiliate" as a person that directly or indirectly controls, is controlled by, or is under common control with the motor vehicle dealer.

Grants immunity from liability to motor vehicle dealers and their leasing or rental affiliates that provide temporary replacement vehicles to service customers, unless there is negligence or criminal wrongdoing by the dealer or affiliate.

Protects dealers and affiliates from civil liability when a written rental agreement is executed and a copy of the customer's driver license and minimum required insurance information is obtained, even if the information is later found to be false or invalid, unless the dealer had actual knowledge of the falsity at the time.

Effective date is July 1, 2023.
