Requires local building code administrators, inspectors, firesafety marshals, and inspectors to provide specific code citations and non-compliant plan features when denying or revoking permits.

Prohibits local building code administrators or inspectors from having discretionary authority to change commercial building plans that have already been approved and sealed by the local building department.

Prohibits firesafety marshals or inspectors from having discretionary authority to change commercial or residential building plans that have already been approved and sealed by the local building department when firesafety review is not required.

Requires enforcing agencies to issue permits when plans comply with the Florida Building Code, Florida Fire Prevention Code, and Life Safety Code.

Effective July 1, 2023.
