Increases base salaries for clerks of circuit courts, county comptrollers, supervisors of elections, property appraisers, and tax collectors across all population groups by $5,000 per position group, effective July 1, 2023.

Expands adoption benefits eligibility to county constitutional officer employees, allowing them to receive $25,000 per difficult-to-place child or $10,000 per non-difficult-to-place child adopted from the child welfare system on or after July 1, 2023.

Creates new law authorizing county constitutional officers to budget for and pay hiring or retention bonuses to employees, subject to approval by the board of county commissioners or Department of Revenue.

Allows district school boards to contract with county tax collectors to administer road tests on school grounds at one or more schools within the district.
