SB 1404 - Movable Tiny Homes

• Establishes a new definition and regulatory framework for "movable tiny homes" (transportable units up to 14 feet wide, 400 square feet, built on a single chassis with residential appearance) and subjects them to licensing, registration, and taxation requirements similar to mobile homes

• Creates a new movable tiny home dealer license requirement under section 320.772, including application procedures, surety bond requirements ($10,000-$20,000), facility standards, and penalties for unlicensed dealing

• Requires movable tiny homes to meet Uniform Standards Code (ANSI A-119.2 or A-119.5) with specified insulation, electrical, and structural requirements, inspected and certified by licensed engineers or qualified third-party inspectors

• Establishes movable tiny home registration and stickers through the Department of Highway Safety and Motor Vehicles, with license tax classification based on whether permanently affixed to land (real property) or held as personal property

• Extends existing mobile home protections to movable tiny homes, including manufacturer/dealer warranties, installer standards, onsite inspections, protection trust fund coverage, and makes violations subject to penalties up to second-degree misdemeanor charges
