Establishes a grant program through the Department of Health for prevention, care, and treatment of sickle cell disease, sickle cell trait, and sickle cell trait carriers, including community-based educational programs.

Requires the department to develop application criteria and eligibility standards for grant applicants, with priority given to established sickle cell community-based organizations and centers in underserved areas with higher populations of affected patients.

Mandates that all grant funds be used exclusively for prevention, care, treatment, or educational programs related to sickle cell disease and sickle cell trait.

Requires the department to conduct a study determining the prevalence, impact, and needs of patients with sickle cell disease or sickle cell trait in Florida.

Directs the department to adopt rules to implement the grant program and updates terminology from "sickle-cell" to "sickle cell" throughout the statute; effective July 1, 2023.
