Increases the voter approval threshold for constitutional amendments or revisions from 60 percent to 66.67 percent of votes cast on the measure.

Exception allows repeal of existing amendments or revisions to require only the same percentage of votes that was originally required for their passage.

Proposes amendment to Section 5 of Article XI of the State Constitution to be submitted to Florida electors at the next general election or earlier special election authorized by law.

Requires the legislature to provide public disclosure of the probable financial impact of any amendment proposed by citizen initiative prior to the election.
