Requires licensure of adult day training programs by the Agency for Persons with Disabilities, including application procedures, staff qualifications, emergency management plans, and annual inspections.

Expands background screening requirements to include direct service providers at adult day training programs and establishes level 2 employment screening standards for managers, supervisors, and staff.

Makes licensees ultimately responsible for care and supervision of clients, allowing disciplinary action against licensees for employee lapses in care that result in verified abuse, neglect, abandonment, or exploitation findings.

Authorizes the agency to immediately suspend or revoke licenses and impose moratoriums on service authorizations when conditions present danger to health, safety, or welfare of residents or program participants.

Repeals the comprehensive transitional education program statute and updates cross-references throughout Florida law to replace references to those programs with adult day training programs.
