SB 1446 Summary

• Creates the Interstate Teacher Mobility Compact, a multi-state agreement allowing teachers with valid licenses in one member state to obtain equivalent licenses in other member states without additional requirements.

• Establishes streamlined licensure pathways for teachers holding unencumbered licenses and provides special provisions for eligible military spouses and active duty military members to transfer licenses even if encumbered.

• Creates the Interstate Teacher Mobility Compact Commission with one commissioner per member state to adopt rules, manage operations, and oversee member state compliance with the compact.

• Specifies that the compact applies only to initial licensure grants and does not limit states' authority over license renewal requirements, teacher discipline, or existing agreements with other states.

• Updates references in the Interstate Compact on Educational Opportunity for Military Children to cite U.S. Code chapters 1209 and 1211 instead of sections 1209 and 1211, effective July 1, 2023.
