Creates an exemption from public meetings requirements (s. 286.011 and Florida Constitution Art. I, s. 24(b)) for portions of Interstate Teacher Mobility Compact Commission and executive committee meetings discussing noncompliance, personnel matters, litigation, contract negotiations, crimes, trade secrets, privacy information, law enforcement records, investigative reports, and federally/state-exempted matters.

Exempts recordings, minutes, and records generated during exempt meeting portions from public records disclosure requirements under s. 119.07(1) and Florida Constitution Art. I, s. 24(a).

Exempts files and information regarding investigation and discipline of teachers in other member states from public records disclosure, requiring confidentiality protection equivalent to the originating member state and notification before any disclosure.

Subjects the exemptions to the Open Government Sunset Review Act with automatic repeal on October 2, 2028, unless reenacted by the Legislature.

Takes effect contingent upon passage and enactment of related legislation (SB ____) in the same legislative session or extension.
