Creates the "Roller Skating Rink Safety Act" establishing that roller skating rink operators are not liable for damages or personal injuries resulting from inherent risks of roller skating, except in cases of gross negligence.

Requires operators to post information about skater responsibilities in at least three areas, maintain staffing of one supervisor per 200 skaters, maintain safe skating surfaces, and comply with all state and local safety codes.

Mandates operators maintain railings, kickboards, fire extinguishers, emergency lighting, and roller skating equipment in good condition, and take reasonable action to correct known dangerous conditions.

Establishes that roller skaters and spectators assume all inherent risks of roller skating and must maintain reasonable control of speed, heed posted warnings, maintain awareness of surroundings, and skate within their ability level.

Specifies that failure to comply with operator duties or skater responsibilities constitutes negligence, and operators remain liable for injuries caused by gross negligence; effective July 1, 2023.
