Creates the Commission on Public Safety in Urban and Inner-City Communities within the Department of Law Enforcement, composed of 16 appointed members plus ex-officio representatives from law enforcement and social services agencies.

Commission shall investigate system failures and causes of high crime and gun violence in urban and inner-city areas, and develop recommendations for improved interagency coordination between local and state government agencies.

Grants the commission investigative powers including authority to issue subpoenas through the Department of Law Enforcement executive director, administer oaths, and access exempt or confidential records related to crime and gun violence incidents.

Requires an initial report to the Governor and legislative leadership by January 1, 2025, with authority to issue annual reports thereafter.

Appropriates $600,000 from General Revenue Fund for fiscal year 2023-2024 and sunsets the commission on December 31, 2024.
