Requires the Department of Environmental Protection and Department of Agriculture and Consumer Services to disclose appraisal reports to private landowners or their representatives during acquisition negotiations, rather than making disclosure discretionary.

Mandates that private landowners and their representatives maintain confidentiality of disclosed appraisal reports or information.

Requires the final purchase price in option contracts for state land acquisitions and conservation easement acquisitions to be the fair market value as determined by the highest approved appraisal.

Removes the departmental discretion to disclose appraisals only when the department determines disclosure will bring acquisitions to closure, establishing disclosure as a mandatory practice during negotiations.

Effective date is July 1, 2023.
