Requires probation officers to proceed with alternative sanctioning for low-risk technical violations instead of filing violation affidavits with the court, unless directed otherwise by the court.

Mandates courts provide hearing opportunities for low-risk violations within 30 days of arrest or counsel appearance, with mandatory release without bail if no hearing is held within that timeframe.

Changes probation officers' authority from "may offer" to "shall offer" alternative sanctions for first or second low-risk violations within the current supervision term.

Requires courts to impose recommended sanctions for low-risk violations unless the court makes a specific finding of identified risk to public safety, effective October 1, 2023.
