Establishes a Nonprofit Security Grant Program administered by the Division of Emergency Management to provide funding to nonprofit organizations, houses of worship, and community centers at high risk for violent attacks or hate crimes.

Grants may be used for security infrastructure (cameras, lighting, door hardening, fencing, barriers, blast-resistant film), hiring security personnel, and training staff on threat awareness and emergency procedures.

Awards grants to organizations deemed eligible but unfunded by the federal Department of Homeland Security's Nonprofit Security Grant Program within the federal fiscal year.

Sets minimum grant award at $10,000 and maximum at $150,000, with the division authorized to use up to 3 percent of appropriated funds for program administration.

Requires the division to adopt rules establishing criteria for awarding hardening and nonhardening security measures and facility eligibility, with the program set to expire January 1, 2028 unless reenacted.
